SUMMARY:HUD’s New Guidance on Criminal Activity and Housing
DESCRIPTION:The U.S. Department of Housing and Urban Development (HUD) and its office of Fair Housing and Equal Opportunity (FHEO) are working to make it easier for people with a criminal record to find housing. In a memo sent out to staff on April 19\, 2022 HUD Secretary Marcia Fudge instructed HUD Multifamily to review programs and policies that may “pose barriers to housing for persons with criminal histories or their families.” On June 10\, 2022\, FHEO implemented previously issued Guidance on Applying the Fair Housing Act to Use of Criminal Records by Housing Providers. Since then FHEO has provided training on Strategies for Addressing Discrimination: Housing Providers Use of Criminal Records to Fair Housing advocacy groups who investigate\, test\, and bring charges against housing providers. One strategy to increase access to service coordination is “braiding\,” which involves lacing funds from multiple sources\, each funding unique activities\, together to support a common goal while maintaining the specific program identity of each individual funding source. \nThis Housing and Services Resource Center (HSRC) webinar will feature two models for braiding funding streams across sectors to maximize the use of existing resources and broaden access to service coordination in a sustainable way. Presenters will discuss program structure\, funding and braiding process\, partnerships\, and outcomes. Webinar participants from disability and aging networks and in health\, homelessness\, and housing organizations will gain ideas for adapting these models to extend access to service coordination throughout their communities. \nThis webinar is part of an HSRC series on partnerships between systems that can help older adults\, people with disabilities\, and people experiencing homelessness access all available resources and ultimately secure stable housing in the community. DESCRIPTION:Various federal and state laws require housing providers to make reasonable accommodations and reasonable modifications for individuals with disabilities. These laws also prohibit housing providers from refusing residency to persons with disabilities\, or placing conditions on their residency\, because they require reasonable accommodations or modifications.
