Martha Egan

Martha Egan is a Technical Director in the Division of Community Systems Transformation (DCST) in the Disabled and Elderly Health Programs Group (DEHPG) at the Centers for Medicare & Medicaid Services (CMS). In this capacity, Martha provides technical assistance and support to several DCST initiatives, including the Money Follows the Person Demonstration program and initiatives that support community integration, advance home and community-based services under the Medicaid program, and initiatives that promote innovative state strategies for providing housing-related supports to Medicaid beneficiaries. Martha also works extensively on developing and strengthening cross-agency federal housing and health collaborations. Prior to joining CMS, Martha was vice-president for Housing and Community Living at the Coordinating Center, a Maryland-based nonprofit care coordination provider for Medicaid HCBS waiver programs, homeless assistance programs, and hospital readmissions reduction programs. While at the Coordinating Center, Martha worked to develop housing service models and she helped to build strategic partnerships between the housing community and health systems of care. Martha’s professional experience also includes working for public housing authorities and as a consultant on urban and regional planning programs.  Martha has a Masters of Urban and Regional Planning (MURP) in addition to a Masters of Arts degree in Asian Studies and Bachelor of Arts degree in Political Science.

Martha has a strong interest in building and strengthening federal, state, and local housing and health partnerships amid the growing recognition that access to affordable and accessible housing enables individuals in need of long-term services and supports to achieve community integration goals, to improve health outcomes, and to live independently in communities of their choice. As an MIH board member, Martha hopes to support MIH to successfully integrate housing and services for people with intellectual and developmental disabilities and to identify opportunities to strengthen the link between housing and health programs.
