Joyce Sims

Joyce has enjoyed more than 40 years working within the disability community, starting as direct support staff when efforts were underway to close institutions in favor of community-based services. She was Director of Quality Assurance for Ardmore Enterprises and Executive Director for Vocational Services Inc. before moving to Resource Connections Inc. in 2006, where she was able to gain a broader understanding of expanded service options, first as Program Director, and then as Executive Director, until retirement in June 2020.

She served on the Board of Directors for The Arc Prince George’s County and for Maryland Neighborly Networks; co-chaired the Prince George’s County Human Rights Advisory Committee, and was appointed to the County Commission for Persons with Disabilities. Joyce helped to lead a State-wide initiative to promote Informed Consent for Healthcare through training by self-advocates; and she has participated in multiple State workgroups related to systems improvement, including Trauma Informed Services, Development of the Person-Centered Plan Process, and the Tiered-Standards Subcommittee on residential services.

Believing that each person must have maximum control and decision-making authority in the design and delivery of their services, Joyce hopes, as a member of the Board for MIH, to support development of strong policy that is accountable to the people they serve.
